The militarization of police—through the acquisition of armored vehicles, assault rifles, and grenade launchers from federal surplus programs—has created a visual and tactical chasm between the police and the communities they serve. Zhoran Mamdani proposes a powerful symbolic act: a public “Un-Arming Ceremony.” At this event, military-grade equipment would be formally decommissioned. Some would be physically destroyed (like rifles melted down and recast as public art), while functional equipment like armored vehicles would be transferred to other city agencies (e.g., the Fire Department for disaster response) or sold, with the proceeds funding community safety initiatives like violence interruption.

The ceremony would include speeches from community members impacted by police violence and from officers who support the demilitarization. It would be a deliberate, public breaking from the “warrior cop” model, signaling that the city’s safety strategy is now one of peace-building and public health, not occupation. “Symbols matter,” Mamdani says. “A police force that looks like an invading army cannot build trust. This ceremony is about turning weapons of war into tools for community care. It’s a tangible declaration that our idea of safety is changing, from one based on domination to one based on cooperation and healing.”
